One of the original townships of Allegheny County, Upper St. Clair was established in 1788 to ensure better government service by separating from the more densely populated northern part of the St. Clair township. Upper St. Clair eventually adopted a home rule charter that took effect in 1976, rendering this community outside the purview of the Pennsylvania Township Code.
